Minimum Qualifications of Education and Experience
Expected starting salary is $34.62 to $46.23. Full salary is $34.62 to $57.83.
Bachelor’s degree from an accredited college or university in business administration, public administration, accounting, or related field and two (2) years of experience in a similar position as listed in the work functions.
OR
Associate’s degree from an accredited college in business management, accounting, or related field and four (4) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions.
Desirable Qualifications:Experience in grant management and project management. Grant certification preferred.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
Nature of Work
Under general supervision, applies for and manages grant funds, contracts, and supplemental funding sources. Coordinates and administers the SE MN Emergency Communications Board and Region 1 Emergency Management Board, including budgeting coordination, annual audit preparation, payment approvals, and grant oversight, in collaboration with other stakeholders. Provides strategic financial, grant, and administrative leadership support to the Sheriff’s Office. Leads Sheriff’s Office operational budget planning and capital improvement coordination in partnership with County Finance. Serves as the Sheriff’s Office liaison to Finance to ensure timely, accurate, and compliant budget development, financial reporting, and grant management. Supports a diverse, respectful, and inclusive workplace.
Examples of Work
- Coordinates the SE MN Emergency Communications Board and Region 1 Emergency Management Board by communicating and implementing decisions of the board including budgeting, annual audits, approving payments, applying for and managing grants, and creating procedures.
- Leads operational budget planning and analysis for the Sheriff’s Office.
- Collaborates with County Finance on annual budget development, base budget review, fee analysis, and capital improvement planning.
- Prepares internal budget proposals, supporting documentation, and reference materials for Sheriff leadership.
- Partners with Finance to ensure timely and accurate budget entries, revisions, and compliance with countywide financial policies.
- Provides operational analysis to inform carryovers, budget adjustments, and long-term financial planning.
- Researches new grants and funding sources and recommends grants to leadership. Applies for and manages the use of grant funds, contracts, and other supplemental funding.
- Conducts and coordinates special projects at the direction of the County Sheriff. Develops and maintains records and reports.
- Develops, recommends changes, and implements efficiencies to internal policies and procedures to facilitate the functions of departments.
- Mentors and trains Sheriff’s Office senior staff, supervisors, and members on business policies, procedures, regulations, and guidelines.
- Serves as initial point of contact for non-routine questions.
- Researches, analyzes data, and makes recommendations for management to make decisions.
- Performs related duties as required or assigned.
